Maybe not in most countries. The video isn't ridiculous--it's obviously (At least as far as I see it) a dramatized reference to the current regime in Cuba. ("Somewhere in the tropics." Can you think of a country in the tropics that lives under dictatorship? The most obvious country where this video is supposed to take place would be Cuba. Even the outfits that the military men are wearing remind one of the corresponding Cuban uniforms.)
