He did. He's referring to the fed funds rate hikes of '06 through early '08 where it suddenly dawned on the FOMC that having a negative real interest rate was a profoundly moronic policy.

Mr. Smartypants seems to believe that the crash in '08 was in essence a liquidity crisis, whereas anyone with a modicum of common sense can see that the crisis was a SOLVENCY crisis, wherein financial firms across the land were loaded to the gills with liabilities imploding before their eyes.
