I'm Colombian as well and have many Peruvian friends and I reckon this is not a racist joke but instead a joke about the image the media has portrayed of Perú ,i.e. "laura en America" as well as t.v. news showing thieves being stoned and burnt to death by Peruvian Natives .That's where I think the stereotype comes from.
