Police officers in Blue belong to "street patrol",...beige pants and black top uniformed oficers belong to "policia auxiliar",...an AUXILIARY officer, which differentiate from regular officers in that they have no "carry" permits, cannot process detainees for felonies,they only detain and turn them in to the street patrol officers....they are probably taking this person to the detainment office a block away....
