As one of the highest ranking diplomats in the world, there is a certain amount of responsibility to give the benefit of the doubt where language barriers are concerned.
A better response would have been, "I want to be sure I'm understanding your question. Are you asking about former president Clinton's opinion?"

When you are dealing with translators, it should be expected that mistakes can happen. Had she'd asked for clarification, she would have gotten the correct question, which was about Obamas thoughts.

Listening to the question it sounds like someone wanted her take on Chinese influence, not an unreasonable question considering the amount of money the Clintons have received from Chinese sources.
