JBS as Goldwater movement wanted the states to end segregation on the state level individually thereby staying true to the limited power of the federal government in accordence with the constitution. The federal legislation that ended segregation did indeed expand the federal governments power by limiting state rights, and I dont think it would have taken decades to end segregation on the state level, with JBS leading the charge it would have ended swiftly if given the chance ;)
