35% of mortgage holders have only 0 to 10% equity. And 25% of mortgage holders are already underwater. The last two months, mortgage rates have fallen drastically which helps to stop the fall in housing, but the 10 yr bond cannot be lowered indefinitly, it can only be lowered to 0%, which is what it will take just to sustain the system for another few months. Obama's 4% refi may help but he has yet to say what form it will come it. It could be a housing bailout or it could be nothing like HAMP.
