Every year the Caribbean DHQs come up with new moves and set the standards. When they do all of the other DHQs imitate these moves to compete in competitions in their own countries. They openly admit this.

The best European DHQ I've seen is Shisha, and if I'm not mistaken, she's originally from the Caribbean. Despite being a great dancer, she is not considered the best DHQ by anyone.

I hardly ever hear Jamaicans say that a Jamaican DHQ is good...
