Yeah, i mean i can do an ultra after a warp but i've never gotten anyone to actually fall in that trap. Most times i've seen it done is with a taunt slide at a safe distance to start charging and make the oponent attack, with the warp back right after it and then ultra. But i don't know, the few times i've tried people have never attacked after the slide or warp. If i ever pull it off though i really hope i'll be recording that ^^
thats pretty nice but then spamming it wont do that much good...and you might want to use it sparingly...and not all the time because if they catch on, they will try to cross you on the teleport and you will teleport the wrong way and get punish *_*
To be honest, I don't see a lot of tournament players using Dictator at high levels. I imagine it's not frequently used in the big leagues because the players that compete there are just too good; their average reaction time is better than the general gaming public and they are all very good at adapting. The Warp leaves you pretty vulnerable at the end, so if they catch you warping you could take big damage.
It's still a fine move to use once in a while, especially on wakeup.
That depends on the distance. I don't really know that matchup very well, but if he teleports close behind you or right in front of you you can do pretty much anything you want, maybe even super or ultra. If he teleports far away I don't know if there is too much you can do, but you could try to keep the pressure on by throwing a medium or hard fireball. I think you'll recover around the same time.
Just remember to watch carefully when you expect a teleport and pick your moves carefully.

This reminds me of Street Fighter alpha/zero 2. Custom combo and constant teleport and throw a jab in there now and then and just become UNHITTABLE.

Yeah, true, it's not a safe move at all, it's just fun to use ^^ but if i'm playing more seriously i don't spam it, that just makes it too random.
