I think that it was spoken more as if from the Roman perspective. They saw their actions as "civilizing the barbarians that lived outside of their empire's borders". Obviously, when we look at events of the past we're looking at them with a modern perspective.
@LucidTaint Because were able to write and thanks to Arabic people a lot of text has survived. The people the Romans considered to be barbarians on the whole did'nt.
