you can place them anywhere ... BUT from a soldiers perspective ... when you get shot and moved to a IR or what not ... you will be glad if paramedics can access your medical history within seconds by simply reading your RFID chip. it will allow them to be informed of any allergies you might have, or medical conditions .. etc. ... who to contact, whats your name, blood type, etc. etc. etc.

because you may loose your ID, but takes more to loose a RFID implant that can save your life.
