It's not Nappa's voice, it's a type of voice. It just happens it's the voice he uses for Nappa.

Imagine if you were a voice-actor whose speaking voice was used for a big character that everyone knew, and every time that voice-actor spoke some spastic fans nearby went 'OH MY GOD IT'S SO-AND-SO! HAHAH!'

It would probably get on your nerves after a while.
