The boot times for these are, tbh, somewhat painful. But we are talking about a full-fledged multi-user OS here. You could host your small to mid-size corporate webserver on one.
These things consume so little electricity, users tend to keep them on (sleeping), so optimizing boot time is not such a priority.
Since it is a free GNU/Linux operating system, nothing prevents you from optimizing the boot-time and sharing that with the world.
I think the start up time is great enough.
