Nope, that's the younger Ishida. He's also from Osaka I think. The other Ishida is much, much older. This one is a contemporary of Miyazaki and I believe he's a former All-Japan champ.
The other Ishida, whom everyone knows from that NHK documentary, is nowhere near as young as this guy (whom you can see in the doc as his sparring partner at the Osaka Police Academy or training centre).
Why doesn't anyone try to back up and strike or push forward when their crossing sword handles? Sorry, don't know anything about kendo!

to score a point you must have osme following things. i will try to name them all
1. proper technique
2. proper battle shout
3. must retain position after a successful hit
4. proper footwork
