In regard to the secure site for the coupons, my guess is that any information that includes address, phone, etc. is considered data of a certain type (level 4 ?) that can be used for future scams. If someone were to get these addresses, they could send a mailing acting like they are the government and possibly swindle the homeowner out of more money. (Not like they don't swindle us already.)

Of course, only laws that Obama approves of are enforced these days, so that means nothing.
