Every time you hear earmark you need to think bribe! That is because they cause people to vote for bills they would not have voted for in the first place.

Basically what this means is this.
There is a requirement that any money that is asked for in a bill (earmark) must be announced to the Chairman of the committe AND the ranking minority member of that committee before that committee can approve that "earmark" for addition in the bill that it is being added to.
The money must be approved by a sub-committee before being introduced to the full house.
There are exceptions though..................
