Going for the most logical explanation is OK, but is is only a theory. You seem to act like what you say is a proven law. All the "Junk" DNA everyone possesses are just genes that are switched to "off." This could simply vary from person to person, even in twins. Everyone has a slight genetic mutation, this naturally occurs when DNA replicates.
