There is a legit way to get the Celebi. You have to go to a Pokemon Distribution Event that is handing out a Celebi for the Pokemon Heart Gold and Soul Silver games. Then you have to transfer that Celebi into Pokemon Black or White by either using the Game Sync Settings just before you load your file, or you go to the Pokemon Transfer Lab on Route 15 and transfer the Celebi that way. And then, of course, take the Celebi that you just transfered to the boy and you will get the Zorua.
