If you can't, you should send your license back, and take that bus you were following...
There is a sign showing a big circle with a little car and a little motorcycle in it. I don't think it was a piece of installation art, I think it was trying to tell you something.

These bollards are rubbish, I was the one who started the post in NWN because I have seen so many unfortunate people hit them, regardless of the signs, the bollards should be taken away and some other sort of anti traffic device used here such as a rising barrier or simply a cctv camera catching and fining people driving in the restricted area!

OK, you're right, there is another sign. It is badly positioned, obscured by foliage and appallingly laid out. Nobody driving would have a hope in hell of reading it!

Your're missing the point.
1 The signs are extremely difficult to read whilst driving. It is not a matter of reading a 'no entry sign'. The signs here are wordy and unclear.
2 I did not hit the bollards - they hit my car - underneath.
3 I don't think it is an 'obligation' to read every sign you pass! Are you seriously suggesting you do?!
