Both Biff and Tobi are great metal singers. Tobi maybe showed more attitude than Biff, but Biff has attitude too. Myabe not this time but has it anyway. But there's something that I agree with you than with Dark Wesz. Biff has more experience and a better voice than Tobi and there's no way that anyone can replace him. It's like someone would take the place of Bruce Dickinson or Rob Halford. Biff is a metal god along with Dickinson and Halford.
