Awesome! I've been looking for evidence of WNEQ on YouTube for a while. I remember the final day WNEQ signed off (before it became WNLO)...it was the last "classic format" PBS station I remember watching (long bumpers in-between programs, no "members supported commercials" like WNED has done since the turn of the century, et cetera).
I think that sounds like Mike Desmond announcing there...

I think one of the main problems WNEQ-TV faced was that fact that it wasn't available on cable in the Toronto area.
WNEQ-TV was carried on cable in the Hamilton and Halton region from early 92 until 98.
What's really odd about the carriage in Canada was it was never offered on cable in the Niagara region.

WNEQ Channel 23 didn't sign on until 4:PM and signed off at 11:PM sometimes a little later.

Channel 23, which at one was a PBS station, is now WNLO CW 23 (was UPN). It became a commercial station sometime in the Fall of 2001.
