Rudy is being tricky...the second amendment refers to "individual rights", he is trying to say firearms are under "social rights." The bill of rights are for individual rights ONLY! Driving a car is a privilege, owning a gun is a right.

Driving a car-for-hire is a privilege. Why? Because you use the public roads for your own profit. Simply owning an automobile and travelling in it from A to B is a right.

As a private citizen of the US, meaning not Federal, military, or government employee, you have a right (not a privilege) to own an automobile and a right to travel in it (not a privilege). Licensing of 'drivers' is for commercial drivers of trucks, cars-for-hire (taxi's), buses, etc. Not your normal travel.

Are you a 'driver'? Does someone hire you to drive them around? You can own a car, right? Property rights. And you can travel, right? Right to travel. You are travelling in your car, you are not a driver, using public roads to make your living at the expense of public paid for roads is what a 'licensed driver' is.

I believe I addressed this above. First, you have to read your particular states code and implementing regs. Travel is a right, that's the point. It's not a privilege. The gov is not supposed to tax a right, nor license a right.

Do you Drive a cab, a bus, a carriage or other motor vehicle to transport people for a fee from one place to another? Professional drivers, that use the roads for profit, are professional and must acquire a license.
