When you are on Mars (during the campaign not the specops missions) , find the federal base (at the end of the canyon) and there will be a building outside with a locked door, hack it and talk to the federal officer. If you answer correctly, you will be sent to the federal space station, just follow the order they will give you and you will get the federal ending.
