The thing is that Miguel is from a rough side of Puerto Rico, where it was harder to get a good education (not meaning it was that hard except that it was easier in Private Schools).

A lot of it depends from where you're from. I'm from Trujillo Alto and a lot if not all of people in my school speak english. (not necceseraly perfect but they can hold an entire conversation in english)

If I may, Puerto Rico is indeed a U.S. territory, but very little of our population is bilingual. They might know utterances such as "hello", "good morning", "Yes", and "no", but most people in the island cannot sustain a conversation in English. I am an ESL teacher here, and on average only 10% of the students in each of the groups (meaning 2 out of 20) can be considered bilingual.
