well they don't necessarily need a minimum speed. so long as they are up to code(lights, mirrors, ect) as long as they can keep with the flow of traffic on the roads you use them on, they are legal. most states will require special driver's license(motorcycle endorsement) and registration on the vehicle if it is OVER 50cc. anything under that needs only liability insurance, as well as a standard driver's license.
