Yes. When you buy a mutation, you merely buy the chance, that a plant, when planted next to a zombie, triggers a specific mutation. Also, whe two different plants target the same body part, say arms, only one will work. Your life force has to be at least at 36, higher life force rises the chance of mutatition. Try to get at least over 100.
