well, manual is better if you like to drif and gets boosts by drifting. But automatic is more for beginners.

whats the rain cloud do? shrink people?

yes. After a few seconds, they shrink you. But if you bump into someone when you have the raincloud, you'll get rid of it and they'll have the rain cloud, so they'll shrink.
