Most of the time Lolicon is girls 16- almost any age but hardcore lolicon can be girls who are under age, but most of the time this is not the case and those people are creeps. A mixup of the meaning of lolicon could be a mix of those people and the origin of the name lolicon from the book/movie Lolita about a man abducting a young girl....
