We have a custom marker called a Warlord at our hobby shop's Catan games. Acts like a Thief, but the person he attacks loses 3 random resources, and either destroys one of the target's settlements or reduces a city to settlement status (must be on the hex the Warlord is on)
We've played worse, far worse. We have made a custom tile called a "tornado". Essentially a moving desert tile which is swapped with one of the surrounding tiles when a 7 is rolled. We also have two robbers and a stack of "disaster event cards" (also custom).
In short, when adding custom game elements, you can make it as bad as you like :p
Honestly, something like this could work, but only if you allowed cities to be closer than 2 away...
but I be even still it would be boring as shit...
