I thought this song would best fit someone who lost a spouse in battle. I thought of the back helicopter as a military helicopter that would deliver troops into battle and that the person effected was wishing to die "fall on me black helicopter." If you ever saw the movie Black Hawk Down (or witnessed the real thing) you may see where I'm coming from. As mentioned a few comments back, by cutthatcity, perhaps my point of view isn't too far off that the song was really written about.

Cointelpro stands for Counter Intelligence Program. The Cointelpro was an intelligence program that was run in the United States. It was used to subvert social and political groups that government officials deemed to be a threat. The program was highly unconstitutional and was severely reprimanded.

Black helicopter is a term that represents a military take-over and martial law. So I think you are wrong; I would say this song is very political.
