@JuxhinBox Needs to be shaved down the first time. But you don't need to maintain it freakishly like facial hair so you can let it grow a tiny bit. Depends how fast and how hairy your legs are to begin with. Some guys are just not very hairy so a little hair growing back will offend them. While some others are bears, so some new hair growing is no big deal until the next shave treatment.

But the more important reason is to minimize road rash and debris retention when you do go down and slide out. If you cycle competitively, you will go down eventually. When that

Being "smooth" helps as you'll have much less debris stuck to you....

I never use shaving cream. I use Dial anti-bacterial soap instead. It prevents pimples and infections. If you still have a problems, before you shave, wash your legs with Hibiclens. It has an anti-bacterial agent that penetrates your skin and sets up a sterile field for 4-6 hours, AND, that action is reinforced by the Triclosan in antibacterial soap. (both Triclosan and Hibiclens break down and slowly release amonia) A micro-porous liquid bandage will extend the life of the sterile field.

For those Di Di Di's, first of all do you ride road bikes??? Do you know what it feels like to be going 30mph, clip wheels, and go down on the road? Basically your legs get road rashed very bad. It's better to use an electric razor and put some witch hazel on after (like aftershave). To stop you getting spots or cure spots, put some Manuka honey on. Manuka honey also prevents saddle sores. Just water it down slightly to make it easier to spread.
