As a basketball umpire i'd say it's legal. In a lay up you have two steps to release the ball, if it isn't released its a travel. The fact that he used another guys back is the equivalent to the floor so i don't play the umpires for resuming play. I'd let it go.

But that's just my opinion, i've bee read the rule book but have umpired games and finals in every age group for 6 years. So go figure.
