I remember riding on a '71 Dodge Carpenter bus in Maryland in '78 and early '79 sometimes, It was used as a substitute bus for the '75 International Loadstar 1700 Carpenter bus that I normally rode, It might've had a 440 in it and I remember it had a 5 speed manual tranny as well.
As long as it is registered as an RV anything can be driven with a class D license. Most states require you do something to keep it from looking like a school bus, like repaint it and remove the school bus signs (and stop sign etc).

When air brakes lose air they self actuate and the bus will come to a stop and you wont be able to move it again until air pressure can be restored... Its hydralic brakes that will fail completely and afford no BRAKES.... That is why air brakes are on tractor trailers and large vehicles... the brake system is FAIL SAFE.
Blueprinted and balanced 440 with the ole reliable 3/4 race cam LoL its got a hot rod engine worth atleast 3000. What a hoot, I think he wants you to buy it.....

Not sure thats a good thing as they tend to make them more high revving so u lose low rpm torque.

Unusual for a gasoline-powered Dodge school bus to have factory air brakes and a factory automatic...this should have had a Diesel engine!
