How did you get the Police Chopper's searchlight to target the truck?

I didn't. When I was driving the truck, it was the police targeting me and when I was flying the chopper, you can't see the truck.

There should be one on the Los Santos police station in Pershing square. You can use eiether the highway or a jetpack to get onto it.
