The description of this is kinda wrong, it was actually made in response to Bob change of opinion of the new British punk scene, he originally thought they were white racist skinheads or something, but upon finding out how cool they were he made a song about their scene. This has nothing to do with the release of the Clash's cover of Police and Thieves. It actually has a lot to do with Don Letts, who introduced Bob to the British punk scene

Every account I've heard about the writing of this song states The Clash as the primary influence...

There were other important bands that used reggae elements and covered songs before the Clash (the Slits and the Jam). The point is that the Clash were only one part, a small part. Don Letts played the most important role, w/ Basement 5. Check dates too. Clash matter, but aren't the total reason.
@MsElyess I broke two of my biggest hard drives last year and lost almost 1 TB worth of tunes. S** happens but I'm much too lazy to rip all the vinyl tunes I own again. The only chance to get hold of this tune is via ebay et al. It was re-released on CD too. Search "Punky Reggae Party" on wikipedia if you want to learn more.
