that is true but i would like to just add to that that the context of us troops in these countries is not through machiavelian neccesity of presence or any restablisation as a result of world war 2, in the case of germany all us troop activity there is in accordance with nato and is usually confined to training and coordination with the german army, im not sure on us military presence in japan, i think it is minimal and unimportant at best.

USFJ is there to protect them because they have a military that has been stripped of certain equipment like aircraft carriers so the U.S fill in the void and because North Korea is pretty close by. The soldiers in Germany are probably there to give the U.S. a presence in Europe or to protect certain interests in the Middle East and perhaps Africa though the structure of command is changing.

I think its fair to compare them because the U.S. does seems to garrison troops at certain parts of the world deemed strategic. Even when many civilians want the U.S. military out of their native land,the government keeps them there. However, the U.S. doesn't maintain command over the country so the degree which the U.S. is an empire is questionable.
