Not quite insane. It might be crazier to stop at every imagined light and risk delaying a shipment or making a ship an easier target for a U-boat by slowing down.
Yes, it is insane. Admiral Nimitz defended Doenitz in his trial by saying that the US subs in the pacific had the same orders to not pick up survivors.
I was rather surprised that no mention was given to Alan Turing and the work done at Bletchley Park in cracking the Enigma code which greatly turned the tide for the Allies against the U Boats. Many have cited this as the single most important reason in winning the war against them.

Because if they stayed to pick up survivors, they would have been sitting ducks for the UBoat that had sunk the orginal ship.
It is a harsh reality of war, due to the nature of the battle

@Dowly Submarines usually simply didn't have room to carry survivors, so it was common practice to not pick any up.

I wondered this at first, but it turns out the Allies work on the Enigma code was kept secret until 1974 (after this doco came out).
