There not supposed to get up, on this level all the troopers have had too much nectar and die. Plus it's unual for them to get up like that and not be able to be killed.

u jump off the church in a roll(rebel)and dive on2 this balcony,get on a ledge,kill some1 with the sniper whilst moving (im not sure bout thtat bit),then jump back and u shud be floating =) always works with me
