I have to say, this really is a poor example of shield charge, like sonofhamp said. The damage shield charge does on a fully IO'd out scrapper is insane and very much superior. My Elec / SD scrapper does anywhere from 650-800 damage to everything in the spawn, depending on the mob's resistances. Oh yeah, then I hit em with lightning rod, which does a good 400-500 more damage. Normally, only bosses survive my scrap's initial AoE attacks.

@Drake8604 Some here dude my ele/shield scrapper is fully ioed with oblits on lr and sc....i also get in the mob before i use both because AAO gives you even higher damage rate so he fucks up everything in his path

Indeed...he's running that fight without his toggles or even his status defense.

Which you can tell because the shield disappears after his first charge.

He lasted like he did because he was Inspired. (gotta love the rule-breaking skittles)

If he had had toggles running it would have been a different story.
