My puggle had the same problem, believe it or not if you sit on the top step right on the ledge and call her she will eventually come. Did it to my puggle twice, and within 15 minutes she learned to go down the flight of steps

We ended up calling him Otis. My King Shepard Rottweiler past away 3 days ago. So we got a puggle to help fill in our empty space in our home. But never to replace our old dog. Even surprise to see we enjoy small dogs considering our last was 135 punds. Big gentle giant.
