You don't need expensive lighting rigs. Basic work lights with 'baking paper' as diffusers are quite effective. Loads of tutorials online about how to achieve lighting effects without a budget.
An ambitious piece, but not worth the full 35/35 IMO.
I see where you were going but I feel it could have been cut more to keep it punchy. Some nicely composed shots but the lighting let them down in some parts. You can do lighting without a big budget.
Also, why the American accent and references? The Australian cars and cigarettes blow that wide open. Australians make good gangster films too :)

I take a lot of influence from American Cinema and popular culture. (Goodfellas, Pulp Fiction) Gangster films. Aside from Animal Kingdom and Chopper I cannot really recall any Australian "Gangster" films that are reputable in the slightest. Unless your referring to Dirty Deeds...and we all know how that turned out.
