If the explorer is over the age of 18 and has a Drivers license in good standing AND has taken the cities Defensive driving course, then yes they may during training and in emergencies only.

No, Explorers are NOT Police officers. They are only allowed to drive patrol cars at the Police Academy during training ONLY. Emergencies such as an Officer going down etc.

Not at all, I joined at 14 years old and this will be my 5th year as an Explorer. Just gotta make sure your out of 8th grade first though.

SAPD has their own K-9 unit, however as far as an explorer post specifically for that unit, No we do not.

Thats because ALL officers upon completion of the SAPD academy must do a minimum of 5 years of street patrol before applying for a special unit. You cant just go out and say "Well I wanna be K-9, where do I sign up." You actually have to do your time on the street first them have to apply and be selected.

It depends on what city you live in, everywhere is diffrent. I would suggest calling your local substation or police station and asking if they have an explorer program then ask to speak to the advisor.
