I think that the music added to Jon's point of how dramatic people get over stupid things like this. It may have been a bit dialogue heavy, but it still got through the point that Arbiter is the voice of reason and Chief the voice of stupidity. I think it turned out pretty funny overall alongside showing how dumb it is that some care so much about having to wait two seconds to respawn. Also dumb they are paying so much attention to every fight that they notice a tiny inbalance such as that.
