If you've disabled 3/4G connections to your phone the only other way to connect to the internet is via data packet transfer (or WiFi, but what's the point, the PSP can do that by itself). I don't know about you but my carrier charges per data packet transfer. Chances are you're racking up one heck of a phone bill.
