I guess there is a security reason for going back, not just courtesy. Their belongings are on the ship. Just like if you don't board an aircraft your things get taken off. People on my recent cruise were so late and didn't hurry when walking to the ship.
I have a video on my channel where the captain is laying down the horn for a good 5 minutes (felt like fifteen or longer..) They were calling for 4 people over the intercom and they did not come back... I always heckle people when they make the ship wait for them...
I was on a cruise in the Norwegain Fjords on Princess's Royal Princess (1984) at Flaam and the other ship in port with pulled out of port and left a huge party of people on the dock side, didn't make anything better when one of those people was the captains wife.
I would shrivel up and die if the ship had to pull back in to pick up my sorry ass... all those people yelling things at them... I think I'd rather just jump into the ocean and swim to the next port, at that point.

Carnival and most other cruise lines state this when exitting the ship, AS WELL AS signing up for a cruise getting on the bed etc. It IS illegal/arrest-able to miss you ship, as it CAN be considered invasion of country, or Alienation of port. How do I know this? I lived with a Stevedore of carnival for a good seven or eight years.

Depends on the circumstance of the late passengers... if they were part of a shore excursion purchased through Carnival then the vessel must wait for them if they are late. But if they just went up the street in a taxi somewhere and got held up in traffic or stuck in line at the dock then its TS... Best rule is return to the vessel 1 hr before sailing time, and you will have a seat, with a Hurricane in your hand, to watch other people get left on the dock Take it from a career ships officer :)
