He was part-time as ring announcer back then since WWF used to have Howard Finkel, Michelle McGuirk & Mel Brooks as their 3 ring announcers. I'm pretty sure Chimel took over after they got rid of Brooks.

Chimel didn't go full time until 1997 after King Of The Ring when he was RAW ring announcer for 2 years (before Lilian Garcia arrived and he switched to Smackdown when it premiered as a weekly show in 99).
