What about when candidates are of roughly equal potential worth to the firm? An employer could decide to employ candidates from only one race to it's cleaning positions - some of which would not be quite as good workers as some of the rejected candidates from the other race - this would hardly impact on the firm's profits yet, in a location where that employer was responsible for a large proportion of low skilled labour it would cause a significant degree of discrimination.
