Litefoot was suggesting that British society was deteriorating, and the Doctor simply pointed out that ruffians from another continent did not reflect the state of British society. Nothing to see here.

Tom Baker was one of the most sarcastic Doctors - he always found a way to play to the weaknesses and expectations of other characters with a straight face and his toothy grin behind it.

Perhaps 'The Seeds of Doom' was actually an allegory for western society being destroyed by the 'seeds' of Asian influence. Hey, I don't like thinking about it either. But it's something we need to consider.

@purplebananafish That was in the very first episode, 'An Unearthly Child", that the First Doctor made that offending comment about Native Americans. Then again, it was the early 1960s, those were the views of that time. The Talons of Weng-Chiang, being made in the late '70's; has no such excuse even if it was intended to be ironic or a pastiche of Fu Manchu.
