The papers are not slated to come out until 2012. This was former President Bill Clinton's decision when he left the White House, although she did sign off on it. The reason for the delay, which is fully legal for Presidential libraries to wait several years after they leave office before releasing them, is so that the National Archives have time to organize, protect, categorize, and index all of the thousands of papers they are given. Like any other government bureaucracy, this takes time.
