As far as I know, Toontown Morning Madness is only offered to guests who purchase vacation packages and is not open to the "general public."
This show took place in Toontown when the park opened. However, only those with special tickets were allowed entry to this area of the park. Normal park guests are allowed entry to Toontown one hour after the park has opened. Hope this information helps! ^_^

I feel kind of bad for the people in the costumes, it could of been hot and tiring I bet, but that must of been cool to watch!! I love Toontown!
